After they left, Koberg instructed the chief of guards to let Hayes sleep a little tonight, but that he should not be fully rested tomorrow morning. The chief asked about medical care and Koberg said, “Not yet. A few aspirin perhaps.”

Bradley walked toward them, but Koberg stopped her. “Agent O’Brian will ride with me.”

O’Brian handed her his car key. “I’ll see you at the office.”

Koberg’s chauffer picked them up on D Street. “You have a lot to learn, Agent O’Brian. If you aren’t terminated first, you will discover that getting a full confession and full cooperation requires that the accused be kept desperate, wondering if it will actually occur. Hayes would give us the names of ten people now, but none would be TLR. He is not truly broken yet. He knows one or two of the TLR, or he can guess, but he must be even more desperate than he now is.”

O’Brian heard himself mumble. “Yeah, I guess so.” But it pissed him off that his stomach knotted when he heard the word terminated.

“It only prolongs the pain of all involved if we allow them to regain strength and start thinking of the damage they are about to pass on to others. Our task is difficult. It is difficult to play the role I played in there. I hated that. But it is like a surgeon forced to operate without anesthetic. Do it as fast as it can be done. Get it over. I don’t want to extend his pain. But if we are sympathetic he will imagine he can negotiate with us and this will go on for weeks.

O’Brian needed air. He rolled his window down. “Do you really believe he’s guilty or that his wife is guilty?”

“I am certain of it. But even if they were not members of the TLR team with assigned duties, they can guess who is. They have certainly created the atmosphere that made it possible. They have aided and abetted the TLR with their rabblerousing speeches and papers. And if we shut them up it will be noticed by the other ilk that refuse to be governed.”

“Then why not accuse them of inciting crimes and get a jury to convict them?”

“You must be smarter than that. They would be out of jail in thirty minutes and they would not only continue to preach their message, they would have every news organization in the country giving them a forum. We don’t have time for that. We hold them as terrorists so we can keep them quiet. Suspension of their citizenship and rights is a warning to others who would attack our nation. Innocent people die in every war, by the hundreds of thousands if not millions, without being given a day in court. People like Hayes and Jackson are not innocent. They undermine society and we must stop them. I hate this as much as you, O’Brian. I suffer as a result of the pain we cause. However, my faith strengthens me. I know that God loves this nation and he has given me the strength to serve his nation.
